A three-dimensional electronic precision map, which is considered essential for driving self-driving cars, will be built on highways nationwide in the second half of this year. In Pangyo and Daegu, Seongnam City, Gyeonggi Province, self-driving machines will also be operated on a trial basis.

The Ministry of Science, ICT and Information and Communication formed a "5G Plus Strategy Committee" in a public-private partnership of the pan-government ministries on Wednesday and held its first meeting at the Federation of Korean Industries in Yeouido, Seoul, on the same day to announce its major plans for the second half of this year. Precision map that is being pushed by South Korean Government is a three-dimensional space crystal that was built in advance so that self-driving cars can locate themselves and recognize road and traffic regulations. It provides all necessary space information for autonomous driving, including lane information, road gradient and road conditions, at centimetres.

It is essential to establish precision guidance in order to implement Level 4 level, which allows cars to visit their destination without driver intervention, out of 0 to 5 levels of self-driving car technology. South Korean Government has proposed in December that 3D accuracy map will be completed. It plans to provide the established precision maps for free. At Zero City in Pangyo and Mercury in Daegu, the company will also push for technology verification and pilot operation of self-driving shuttles. It is also going to develop self-driving shuttle parts and vehicles at the same time.

It is also going to start developing mail delivery drones in second half of this year. It is predicted that 'drone delivery' will be possible in the future. It is also planning to find a model that uses 5G drones through 'Drone Regulatory Sandbox Business'. It is also planning to establish '5G+ Spectrum Plan' to secure additional frequencies for 5G mobile telecommunication and supply frequencies for 5G convergence services by end of this year and push for revision of radio wave laws to ease administrative burden on private businesses. It is planning to introduce 'Frequency Licensing System' that integrates and simplifies procedures for allocating frequencies and opening wireless stations.

In 2026, the government proposed '15:5G+ mid- to long-term policy goals and implementation plans for each strategic industry' to achieve 180 trillion won (15 billion U.S. dollars in global market share) and 73 billion dollars in exports (approximately 86 trillion won). By the end of this year, it is planning to expand 5G mobile telecommunication service to 85 cities and provinces, which account for 93% of total population. In 5G realistic contents field, 5G realistic experience center will be established at national museums such as Chung-Ang, Gwangju, Daegu, and Cheongju and others. "We will work together to provide top quality 5G services by expanding 5G infrastructure at an early date and accelerate the transition to 5G throughout economy and society." said Minister of Science and Technology Yoo Young-min.

자율주행차 운행의 필수로 꼽히는 3차원 전자 정밀도로지도가 올해 하반기 전국 고속도로에 구축된다. 경기 성남시 판교와 대구에서는 자율주행셔틀도 시범 운영에 들어간다.

과학기술정보통신부는 19일 범부처 민관합동 ‘5G플러스(+) 전략위원회를 구성하고 이날 서울 영등포구 여의동 전국경제인연합회에서 첫 회의를 열어 이 같은 내용을 담은 올해 하반기 주요 계획을 발표했다. 정부가 추진 중인 정밀도로지도는 자율주행차가 스스로 위치를 파악하고 도로·교통 규제를 인지할 수 있도록 사전에 구축한 3차원 공간정보다. 차선 정보, 도로 경사도, 노면 상태 등 자율주행에 필요한 모든 공간 정보를 센티미터() 수준으로 제공한다.

자율주행차 기술의 0~5단계 가운데 운전자 개입 없이 자동차 스스로 목적지까지 찾아가는 레벨4 수준을 구현하기 위해서는 정밀도로지도 구축이 필수적이다. 정부는 3D 정밀도로지도 구축 완료 시점으로 오는 12월을 제시했다. 구축된 정밀지도는 무료로 제공할 계획이다. 판교 제로시티와 대구 수성에서는 자율주행셔틀의 기술검증과 시범 운영도 추진한다. 자율주행 셔틀 부품과 차량 개발도 병행한다.

하반기에는 우편배송 드론 개발에도 착수한다. 이를 통해 앞으로드론 택배구현도 가능해질 전망이다. ‘드론 규제샌드박스 사업을 통해 5G 드론 활용모델도 발굴할 계획이다.  5세대(G) 이동통신 주파수 추가 확보와 5G 융합서비스 주파수 공급을 위한 ‘5G+ 스펙트럼 플랜도 연내 수립하고, 민간 행정부담 완화 등을 위한 전파법 개정을 추진할 계획이다. 주파수 할당과 무선국 개설 절차 등을 통합·간소화하는주파수 면허제등을 도입한다는 방침이다. 

정부는 2026 5G+ 전략산업 생산액 180조 원(세계시장 점유율 15%), 수출 730억 달러( 86조 원) 달성을 위한 ‘15 5G+ 전략산업별 중장기 정책목표와 추진계획안을 제시했다. 연말까지 전체 인구의 93%에 해당하는 85개 시·동 단위까지 5G 이동통신서비스를 확대할 방침이다. 5G 실감콘텐츠 분야에서는 중앙·광주·대구·청주 등 국립박물관에 5G 실감형 체험관을 구축한다.  유영민 과기정통부 장관은·관이 힘을 모아 5G 인프라를 조기에 확충해 최고 품질의 5G 서비스를 제공하고 경제·사회 전반에서 5G로의 전환도 가속할 수 있도록 노력하겠다고 말했다.
