Ministry of Land, Infrastructure and Transport changes 'special' rules and allows 'full board'


An institutional foundation has been set up to allow more semi-autonomous cars to change lanes or park themselves by controlling the steering wheel on their own.

The Ministry of Land, Infrastructure and Transport said Saturday that it will herald legislation on Wednesday to revise some of the "rules on performance and standards of automobile and auto parts," which include such information.
First of all, the revision allowed the vehicle to be equipped with "advanced steering systems" that support drivers.
The device refers to the ability of the car to move the steering wheel itself to safely maintain or change the current lane to assist the driver, and to even park. It is equivalent to 'level 2′', which is a level that separates level of self-driving car technology, and is called 'partial self-driving'. The Society of Automotive Engineers (SAE) divides the level of self-driving technology into six stages from Level 0 to Level 5, and classifies Level 3 as limited (conditional) self-driving, and Level 5 as completely autonomous self-driving.
Until now, the current rules have basically prevented ordinary cars from being equipped with this advanced steering device. Despite such regulations, every car equipped with such a device and currently marketed and operated is recognized as an "exception" by a manufacturer's request to allow the function by model.
However, since the rule revision will allow high-tech steering devices of ordinary cars to be fully allowed, car manufacturers can freely apply the technology to produce cars if they meet safety and other standards in the future.
In addition, the revision also contains the "airbag warning sign" that is placed on the inside and outside of the passenger seat of the car and the sun visor to meet international standards. 국토부, '특례' 규칙 바꿔 '전면 허용'

스스로 조향장치(스티어링휠) 꺾어 차선을 바꾸거나 주차하는 ()자율주행 자동차가 늘어날 있도록 제도적 기반이 마련됐다.
정부가 지금까지특례로서 자동차 모델별로 허용해온 기능을전면 허용대상으로 규정했기 때문이다.
국토교통부는 이런 내용을 포함한자동차 자동차 부품 성능과 기준에 관한 규칙일부 개정안을 26 입법 예고한다고 25 밝혔다.
우선 개정안은 차량에 대한운전자 지원 첨단조향 장치장착을 허용했다.
장치는 운전자를 보조하기 위해 자동차 스스로 스티어링휠을 움직여 안전하게 현재 차선을 유지하거나 바꾸고, 주차까지 수행하는 기능을 말한다. 자율주행 자동차 기술 수준의 구분 단계상레벨2′ 해당하는 것으로, 이른바부분적 자율주행으로 불린다. 미국 자동차공학회(SAE) 자율주행 기술 수준을 레벨 05까지 6단계로 나눠 레벨 3 제한적(조건부) 자율주행, 레벨 5 완전 무인 자율주행으로 분류한다.
지금까지 현행 규칙은 기본적으로 일반 자동차에는 첨단조향 장치를 장착할 없도록 막아왔다. 이런 규제에도 불구하고 해당 장치를 갖추고 현재 시판, 운행되는 자동차들은 일일이 제조사가 모델별로 해당 기능의 허용을 요청해특례로서 인정받은 경우다.
하지만 이번 규칙 개정으로 일반 자동차의 첨단조향 장치가 전면 허용됨에 따라 앞으로는 안전 기준만 충족하면 자동차 제조사들은 자유롭게 기술을 적용해 차를 생산할 있다.
아울러 이번 개정안은 자동차 승객석(조수석) 햇빛가리개(선바이저) 안팎에 붙이는에어백 경고 표기 국제 기준에 맞춰 바꿨다. 자동차 통상 문제 해소뿐 아니라 보다 쉬운 그림 등으로 탑승자 안전에도 도움이 된다는 판단에 따른 것이다.
밖에 초소형자동차의바퀴잠김 방지식 제동장치’(ABS) 설치 기준, 구난형 특수자동차(랙카) 후미·제동·방향지시등 추가 설치 근거, 소방차 뒷면 반사판· 설치 기준 등도 이번 개정안에서 마련됐다.
국토부 관계자는첨단조향 장치 기준 개선이 자율주행 자동차 상용화에 기여할 이라고 말했다.
